Dual Enrollment Policies
The college has the right to restrict enrollment for reasons of health and safety, preparedness of the student, availability and college board policy. Please review the program policies below to ensure you have a successful experience at SBCC.

Santa Barbara City College allows eligible 9th - 12th grade students who are concurrently enrolled as a regular student in a public, private, or homeschool high school program, to enroll in most college courses in order to enrich their educational experience. The college does, however, reserve the right to limit applications and class enrollments of students according to the policy of SBCC's governing board, administrative direction and departmental procedures.

  • Undocumented Students
    • Yes. California Education Code, AB 540 allows certain students who have attended high school in California for 3 or more years and earned a high school diploma or its equivalent to be exempt from paying nonresident tuition at California public universities. 
  • Out of State Students
  • International Students
    • Yes; however, international Enrollment Fees and Visa Restrictions Apply 
    • F-2 and F-1 dual enrollment applicants should also submit a copy of their passport, visa and Form I-20. These are the documents we need to review in order to determine eligibility.
  • Junior High Students 
    • Students not eligible for the 9th grade who wish to attend SBCC during the Fall, Spring or Summer semesters must submit a Special Student Petition to the Senior Director of Admissions & Records and Dual Enrollment for evaluation. All petition materials must be submitted at least two weeks prior to the semester the student wishes to attend. Late applications will not be considered. Students in the summer theater and jazz workshops are exempt from this requirement.

Students may enroll in most college level courses, provided they meet the necessary prerequisites. All students planning to enroll in English or math classes must qualify on the basis of multiple measures.  Additional course restrictions may be included at the discretion of the college. 

The following courses may not be taken by high school students:

  • Any/all remedial course (1-100)
    • Examples include ENG 1-100, MATH 1-100, FIN 010, etc.
  • DSPS (Disability Services and Programs for Students) reserved courses 
  • EMT - Emergency Medical Technician*
    • Student must be 18 years of age or older by fourth week of the class.*
  • HLTH - Health 101**
    • Student must be 17 years of age or older at time of registration.**
  • PE - Physical Education***
    • PE 128 and 157 approved for Middle College students only***

The following subjects require prior approval and/or additional applications from the department. Contact the department for more information:

  • Students taking Math, English, and Economics courses at the High School:

Students that are taking Math, English, and Economic classes at the High School will be cleared by their high school counselor for their prerequisite via the google spreadsheet (link).  Please note that SBCC support classes are not offered at the high school.

  • Classes at SBCC Requiring Math or English Placement:

High school counselors will verify the student's eligibility and submit the validating data via the Google forms below. Please note that dual enrollment students are not eligible to enroll in college courses numbered below 100. Students can also place into English and math courses using AP, SAT, or EAP test scores. For more information, scroll down for instructions on how to challenge a prerequisite.

Dual Enrollment students are permitted to enroll in a maximum of 11. college units during the Fall, Spring and Summer terms. If a student registers for more than 11 units, they no longer qualify for the tuition waiver and will be responsible for paying the per-credit tuition fee for all 12 or more units. 

IMPORTANT NOTE:  Under Education Code Section 76001, a Special full-time K-12 students (12.0 units or higher) may not be exempted from the enrollment fee; they may, however, be individually considered for the BOG Fee waivers Part A, B, or C. Those students who do not qualify for a BOG Fee Waiver will be required to pay the enrollment fee for all units. 

For courses taught on the SBCC Campus or online, it is the student’s responsibility to log into his or her campus account to register for course(s). Please note, that submitting an approval form and application to Admissions & Records does not register you in the course. It is the student’s responsibility to register for the course(s) in the campus portal.

High school students are not required to pay SBCC enrollment fees ($46 per unit); however, non-resident tuition/capital outlay fees apply to out-of-state students, and international tuition/capital outlay fees apply to international students. Also, students taking courses on the SBCC Campus and Online are required to pay a Health Fee and a Transportation Fee. Other costs, such as materials and books, are to be paid by the student. In addition, students that enroll in 12 units or more will be assessed the per unit fee for all registered classes.
IMPORTANT NOTE: If a student is only enrolled in SBCC classes on a high school campus, the Transportation and Health fees are not assessed. In addition, materials and books must be provided by the high school.

Fees must paid within seven calendar days of registration in order to avoid being dropped for non-payment. For more information on fees, please visit our Cashier's Current Fees page.

General 

Santa Barbara City College allows eligible 9th - 12th grade students who are concurrently enrolled as a regular student in a public, private, or homeschool high school program, to enroll in most college courses in order to enrich their educational experience. There are many advantages to participating in dual enrollment.

  • In some cases, the student may be able to attain an Associate’s degree at the same time or shortly after their high school graduation.
  • Dual enrollment is a cost‐efficient way for students to accumulate college credits because course enrollment fees are covered.
  • Participation in dual enrollment may ease the transition from high school to college by giving students a sense of what college academics are like.

Dual enrollment courses are different in that they are taught to the rigor of a college course. Students will be using the same textbooks and syllabi as they would if they were taking a course at  Santa Barbara City College. As such, please be aware that discussion topics and course materials are generally designed for adult students and may not be appropriate for younger students. Assignments will be graded using college rubrics and standards. The final grade the student receives in their dual enrollment course will be recorded on an official college transcript.

Yes. The student will earn both high school and college credit with the high school´s approval. To determine how a college course fulfills a high school requirement, please see your high school counselor.  Academic college courses that meet the University of California 'a-g' requirements may be given a weighted grade point and ranking on the high school transcript at the discretion of the high school.

Yes. When a course has a pre-requisite requirement, it means that a student must possess a certain amount of pre-existing knowledge to be successful in the course. If the class you are registering in has a pre-requisite requirement, you can challenge the prerequisite or have a counselor submit a data validation form. See the following link for more information Prerequisites And PlacementThe pre-requisite requirement must be cleared by SBCC prior to course registration. This can take 7-10 working days. There are no exceptions to this policy.

We have one summer session for 2024, which means if you graduated on or after June 3rd you are still considered a dual enrollment student.  Therefore, you will need to apply for summer session as a dual enrollment student.  In the fall of 2024 you will need to submit a new application as a first-time college student, not as a dual enrollment student. Yes. Eligible 9th-12th grade home school students may enroll as a Dual Enrollment student providing that they submit a copy of their Private School Affidavit. Every person, firm, association, partnership, or corporation offering or conducting a full-time day or boarding school at the elementary or high school level must file an Affidavit (California Education Code Section 33190). Dual enrollment is a great option for many high school students. However there are some things to be aware of when taking a dual enrollment course:

  • If a student fails one of these classes, it will negatively affect their official SBCC college transcript. 
  • Too many failed dual enrollment classes will jeopardize future college enrollment and possibly financial aid.
  • If a student needs additional support and is failing English, Math and has a low GPA, then a college course may not be the best choice.

Remember: Participating in a dual enrollment class is an important decision and should involve a conversation between the student, their parent/guardian, and their high school counselor.

Parent/Guardian

Under Section 49061 of the Education Code, parents/guardians of community college students do not have a right to access their children's student records, regardless of whether the student is under the age of 18. In accordance with this regulation, students' college records will be released to parents/guardians only with the written consent of the student. (Authorization for Release of Information form may be obtained at sbcc.edu/forms)

College officials may only assist the student with access to his/her campus account, which contains records covered under FERPA. Additionally, students at SBCC are expected to act on their own behalf. Parents, guardians, relatives, or friends of SBCC students are not permitted to enroll, drop, or add classes on behalf of the student.

Your student is enrolled in a college course and it is important to understand that instructors prefer to work directly with students, as opposed to the type of parent/guardian interactions you are accustomed to at the high school level. Under FERPA (Family Educational Rights and Privacy Act) instructors are not required to discuss student performance or other student-related issues with parents/guardians.

Since the community college environment addresses the learning needs of adults, there are some concerns to consider when enrolling in courses at SBCC such as: The possibility of controversial content of courses, the maturity level of minor students that enables them to learn the content and perform at an equivalent level to the adults in the classroom, the ability for minors to perform out-of-class assignments that may require travel or admission to adult environments such as R-rated movies.

Faculty establish a syllabus for each course, which include the course content or objectives, assignments, a general guide to the pacing of the course and information about how grades will be determined. Once a student receives the syllabus for the course from the instructor and the student decides to remain enrolled in the course, the syllabus becomes the contract between the student and teacher.

Under FERPA (Family Educational Rights and Privacy Act) instructors are not required to discuss student performance or other student-related issues with parents/guardians, including progress or grades.

Application

Registration

Yes.  Your counselor will need to approve your approval form. You will also need confirm that your parent consent form was submitted. Third, you will need to have an active SBCC application on file. If you are currently enrolled in an SBCC class, your application rolls over and you stay in active status. If you have missed a fall/spring term, you will need to apply to the college to reactivate your application. Finally, once all the steps are completed, you will need to log on to the campus portal to register for your classes.

This error indicates that:

  1. the student has not yet submitted a Course Approval Form.
  2. the submitted Course Approval Form has not yet been processed by SBCC. Allow 5-7 business days for processing. 
  3. the submitted Course Approval Form has been processed but did not include the course the student is attempting to register for.
Students will only be permitted to register for the course(s) that were indicated on the Dual Enrollment Approval form. If you would like to make a change or add a course that was not on the submitted form, you will need to submit a new Dual Enrollment Approval Form to your high school counselor.
